1. This Invitation for Bids (IFB) follows the
General Procurement Notice (GPN) for this project that appeared in
Development Business, issue no. 636 of August 16, 2004.
2. The Republic of Serbia - Republic Geodetic
Authority (RGZ) has received a credit from the International
Development Association toward the cost of Real Estate Cadastre and
Registration Project, and it intends to apply part of the proceeds
of this credit to payments under the agreement(s) resulting from
this IFB: Procurement of IP Telephony Equipment and Call Processing
System, Bid No. SAM-RECRP-YF3908-ICB-G-11-238.
3. The Project Implementation Unit (PIU) of
Republic Geodetic Authority serves as the implementing agency for
the project and now invites sealed bids from eligible Bidders for
Procurement of IP Telephony Equipment and Call Processing System:

4. Bidding will be conducted using the
International Competitive Bidding (ICB) procedures specified in the
World Bank’s Guidelines: Procurement under IBRD Loans and IDA
Credits and is open to all Bidders from eligible source countries as
defined in the Guidelines that meet the following minimum
qualification criteria:
a. During the past three (3) years, the Bidder
must have completed three (3) successful contracts involving the
development, installation, and provision of technical support for
Information Systems of similar functional/technical characteristics
and of a comparable scale (contract value must be at least 80% of
the offered bid value). To prove this, the bidder must submit
original statement signed by the client, with requested information.
b. At least second level partnership with the
manufacturer of the equipment. To prove this, the bidder must submit
a certificate issued by the manufacturer of the equipment.
c. Possession of the following licenses and
certificates for services regarding offered equipment:

To prove this, the bidder must submit copies of
requested certificates. The certificates must be issued by the
manufacturer of the offered equipment. Only one certificate can be
submitted per employee;
d. At least six (6) full-time CCIE specialists, employed by the
Bidder minimum 6 months prior to the publishing of this IFB. To
prove this, the Bidder must submit signed original statement with
requested information;
e. The successful bidder must have, at the time of contract
signature, the following support capabilities, during the warranty
period:
Help-Desk telephone service with automatic problems application must
be active 24 hours, every day;

For problems that cannot be resolved by telephone that are notified
within 8:00am-8:00pm Monday through Sunday, qualified service
personnel must be able to arrive on-site within 24 hours of problem
escalation;

The maximum acceptable delay for the repair (or replacement) and
restoration to full operational use is 30 working days from
notification, provided that the Bidder temporarily provides adequate
unit or equipment and puts it into operation within 1 working day.
To prove this requirement, bidder must submit signed original
statement.
f. Authorization certificate from the manufacturer of the equipment
for the qualified person who will be performing the servicing of the
equipment.
5. Interested eligible Bidders may obtain further information from
Project Implementation Unit of Republic Geodetic Authority and
inspect the bidding documents at the address given below from 09:00
to 15:00 hours.
6. A complete set of bidding documents in English may be purchased
by interested Bidders on the submission of a written application to
the address below and upon payment of a nonrefundable fee of Euro
100 or in Serbian Dinars based on the selling exchange rate
published by the National Bank of Serbia on the date of payment. The
method of payment will be
Domestic Bidders shall make payment to the Government Treasury
Account no.: 840-1620-21 with reference number 40600-04410-423432,
stating: RGZ/PIU Tender ICB-G-11-238.
Foreign bidders shall pay a nonrefundable fee
of 100 Euros according to following payment instructions:

The document will be sent by airmail for
overseas delivery, surface mail or hand-over at the address below
for local delivery. For the convenience of Bidders, an unofficial
electronic copy of the Bidding Documents will be sent via e-mail.
There will be no pre-bid meeting.
7. Bids must be delivered to the address below
at or before October 5th, 2011, 12:00 noon local time. All bids must
be accompanied by a bid security of not less than EUR 4,000.00. Late
bids will be rejected. Bids will be opened in the presence of the
Bidders’ representatives who choose to attend at the address below
at 12:15 local time on October 5th, 2011.
8. The attention of prospective Bidders is
drawn to (i) the fact that they will be required to certify in their
bids that all software is either covered by a valid license or was
produced by the Bidder and (ii) that violations are considered
fraud, which is, among other remedies, punishable by potential
blacklisting from participation in future World Bank-financed
procurement.
