REQUEST FOR EXPRESSIONS OF INTEREST FOR
CONSULTING SERVICES FOR PRODUCTION OF FIVE YEAR STRATEGIC
BUSINESS PLAN AND ANNUAL BUSINESS PLAN

This request for expressions of interest follows the general procurement notice for this project that appeared in Development Business No. 636 of August 16, 2004.

The Republic of Serbia - Republic Geodetic Authority (RGZ) has received a credit from the International Development Association for the realization of the Real Estate Cadastre and Registration Project (RECRP). The project consists of following components: (i) Technical-operative development and support and (ii) Institutional development and capacity building.

This request for expression of interest is for production of:

• five year strategic business plan
• annual business plan.

The main objective of the company is to aid the RGZ to develop towards the service-oriented agency, capable of self-financing and appropriate participation in the economy and society development in general. During the contract implementation period, the company shall aid the Authority in developing and implementing clear and concise five year strategic-business plan, together with detailed annual business plan for the first planned year.

The company shall perform analyses, produce draft recommendations and prepare five year strategic-business plan, which should contain the following: market analysis, development and production, financial indicators, organization and human resources management, marketing, main risks and problems, monitoring and evaluation and conclusions.

The Project Implementation Unit (PIU) of the Republic Geodetic Authority now invites eligible consulting firms to indicate their interest in providing the above mentioned services. Interested consulting firms must provide information indicating that they are qualified to perform the services:

• experience and description of similar assignments
• availability of skilled staff
• CVs of key personnel that would be contracted for the assignment.

The consulting firm will be selected in accordance with the CQ procedure set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 1997 (revised September 1997, January 1999 and May 2002).
