Real Estate Cadastre and Registration Project
Procurement of IT and Office Equipment
Credit No. YF3908
This invitation for bids follows the general
procurement notice for this project that appeared in Development
Business, issue no. Issue No.636 of August 16, 2004.
The Republic of Serbia - Republic Geodetic
Authority (RGZ) received a credit from the International Development
Association toward the cost of the Real Estate Cadastre and
Registration Project, and it intends to apply part of the proceeds
of this credit to payments under the contract for procurement of IT
Equipment and Software, Bid No.: SAM-RECRP-YF3908-ICB-G-09-219.
Lot # 1 Enclosures, Hard Disks and Backup
Software
Lot # 2 Servers, Racks, Switches and Various Software
Bidders have the option to bid for any one or
more lots, but they must quote for
complete requirements in each lot.
The Project Implementation Unit (PIU) of
Republic Geodetic Authority now invites sealed bids from eligible
bidders for Procurement of IT Equipment and Software.
The purpose is:

Expansion of capacity of storage systems in
RGZ through procurement of enclosures and additional hard drives
for existing storage systems and servers;

Enhancement of reliability of RGZ IT system
(servers, LAN, WAN);

Improvement of data integrity and
availability of data and services;
-
Improvement of communication network in RGZ
through procurement of switches;
-
Procurement of software for virtualization
in order to create conditions for ad hoc provision of virtual
servers allowing simulation of real world environments for
software development and testing, better reliability of services
through creation of virtual server clusters, etc.;

Procurement of various software in order to
improve migration procedure for Real Estate Cadastre data,
presentation of Real Estate Cadastre data on the web and
security of RGZ internet access.
Delivery, installation, testing of the
equipment, virtualization and training are included in the scope of
the work as well as support capabilities in warranty period.
Bidding will be conducted through the
international competitive bidding procedures specified in the World
Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits and
is `open to all bidders from eligible source countries as defined in
the Guidelines that meet the following minimum qualification
criteria:
Lot # 1
-
During the past five (5) years, the Bidder
must have completed three (3) successful contracts with storage
of a minimum capacity 10 TB delivered and integrated in an IT
infrastructure. To prove this, bidder must submit original
statement, signed by the client, with requested information.

EMC Partnership. To prove this, bidder must
submit copy of requested certificate.
Lot # 2
-
During the past five (5) years, the Bidder
must have completed three (3) successful contracts with storage
of a minimum capacity 10 TB delivered and integrated in an IT
infrastructure. To prove this, bidder must submit original
statement, signed by the client, with requested information.

MS, Cisco and Software for Virtualization
Partnership. To prove this, bidder must submit copies of
requested certificates.

Certified full-time specialist for Cisco
equipment (CCNA or CCDA); certified full-time specialist for MS
(MCITP or MCSE); certified full-time specialist for the offered
virtualization software. To prove these, bidder must submit
copies of applicable certificates.
Lot # 1 & Lot # 2
The successful bidder for backup software
(lot 1) and servers and virtualization software (lot 2) must
have the following support capabilities, during warranty period,
or must demonstrate in the bid documentation a credible plan for
establishing such capabilities by the contract signing:

Help-Desk telephone service with automatic
problems application must be active 24 hours, every day.

For problems that cannot be resolved by
telephone that are notified within 8:00am-8:00pm Monday through
Sunday, qualified service personnel must be able to arrive
on-site within 6 hours of problem escalation for virtualization
software and back up software and within 24 hours of problem
escalation for remaining equipment.

The maximum acceptable delay for the repair
(or replacement) and restoration to full operational use is 30
working days from notification, provided that the Bidder
temporarily provides adequate unit or equipment and puts it into
operation within 1 working day. To prove this, bidder must
submit signed original statement
Interested eligible bidders may obtain further
information from the Project Implementation Unit of Republic
Geodetic Authority and inspect the bidding documents at the address
given below from 09:00 to 15:00 hours.
A complete set of bidding documents, available
in English only, may be purchased by interested bidders on the
submission of a written application to the address below and upon
payment of a nonrefundable fee Euro 100 or equivalent in Serbian
Dinars based on the selling exchange rate published by the National
Bank of Serbia on the date of payment.
Domestic Bidders shall make payment to the
Government Treasury Account no.: 840-1620-21 with reference number
40600-04410-423432, stating: RGZ/PIU Tender ICB-G-09-219.
Foreign bidders shall pay a nonrefundable fee
of 100 Euros according to following payment instructions:

There will be no pre-bid meeting for potential
bidders.
Bids must be delivered to the address below at
or before April 12, 2010, 12:00 Noon, local time. All bids must be
accompanied by a bid security of EUR 2,000.00 for lot 1 and
EUR
4,000.00 for lot 2 or an equivalent amount in a freely convertible
currency. Late bids will be rejected. Bids will be opened in the
presence of the bidders’ representatives who choose to attend at the
address below at 12:15 local time on April 12, 2010, in the
Conference room at the 5th floor.
The attention of prospective Bidders is drawn
to (i) the fact that they will be required to certify in their bids
that all software is either covered by a valid license or was
produced by the Bidder and (ii) that violations are considered
fraud, which is, among other remedies, punishable by potential
blacklisting from participation in future World Bank-financed
procurement.
