Mortgage System, Development and Implementation

Objective

• Appropriate and efficient solution for mortgage registration, in cooperation with representatives of banks in Serbia;
• Mortgage system with open interface and structure (including a unique designation for all entities, such as: parcel, building, apartment, business premises, addresses, municipalities, property rights, etc.), which will provide for a direct access and safe exchange of data between RGA and the most important system users;
• Developed and reformed legal framework, to more efficiently support business processes of mortgage establishing and registration;
• Well functioning maintenance and support organization in cooperation with stakeholders;
• Enhanced and sustained development and implementation of the mortgage system through Strategy and Action Plan for nationwide introduction.

Quantitative and qualitative outcomes with indicators

• Strategy and Action plan for development and implementation of all items regarding mortgage system;
• Specification development, testing, documenting and preparation for implementation of the mortgage system, including availability of the appropriate documents, such as instructions and manuals for staff;
• Necessary and sufficient number of system users in the RGA and banks, trained for business processes of mortgage establishing and registration, i.e. system management and maintenance;
• Increasing mortgage registration safety and speed;
• Increasing mortgage system updating and functionality;
• Increase in number of Internet users for the new mortgage system.

Approach and methodology

• Study visit to Sweden, for the purposes of additional education and expansion of knowledge in the field of establishing and maintenance of mortgage system and system for Internet services provision, as a basis for mortgage system implementation in Serbia, in cooperation with relevant stakeholders.
• Support for drafting of Strategic and Action plan for development and implementation of the system in Serbia.
• Support for development of new and comprehensive system, including: legal framework, business processes, software, technical specifications, system documenting, cooperation with interest groups, etc.
• Support for training program development for the RGA staff, in cooperation with banks operating in Serbia.
• Support for mortgage system software development.
