Project description

The project is Phase III of the Swedish International Development Cooperation Agency (SIDA) funded “Capacity Building for Serbia: Real Estate Cadastre and Registration Project”. The Project is aiming at sustaining the results achieved during Phase I and II of the Capacity Building Project. Lantmäteriet (Swedish Mapping, Cadastre and Land Registration Authority) will provide technical assistance to RGA (Republic Geodetic Authority) in the implementation.

Due to the Government’s goal to make the Republic of Serbia a member of the EU, the project and support task proposal consider in relevant parts EU Directives with implication in land administration. The overriding goal for land administration in Serbia is to contribute to sustainable economic development and poverty reduction, improved environmental management, secure real property rights and a viable real estate market through an efficient land administration. Within that frame the Capacity Building Project will further improve and sustain land administration in the Republic of Serbia. The objective of the support task from Lantmäteriet is to strengthen and sustain capacity and competence of the RGA to realize its development goal and achieve expected results and outcomes of planned projects.

Considering the Government’s priorities; the objectives of the project and support task; and the needs of stakeholders and customers in land administration in Serbia, the Capacity Building Project is set up with the following subprojects:

Project are many and involve ministries, tax administration, banks and private surveyors.

Organization

The RGA is the owner of the Capacity Building Project and responsible for the implementation in cooperation with key stakeholders in Serbia. The project is carried out with supporting consultancies from Lantmäteriet with the aim to strengthen and sustain capacity and competence of the RGA to realize its development goal and achieve expected results and outcomes of planned projects.

The governance structure comprises the Project Implementation Board (PIB) with an advisory and supportive role while the implementation and coordination of the day-to-day activities are manage by the Project Management (PM).

The PIB is chaired by the Director General of the RGA Mr Nenad Tesla. The PM consists of the RGA project director Mr Dejan Jeremic and the project coordinator from Lantmäteriet Mr Sören Lundqvist. The RGA project director is assisted by acting RGA project coordinator Miss Ivana Stankovic.

Each subproject has a RGA project team that consists of 8 members. Each project team is managed by a team leader. The Lantmäteriet project coordinator is supported by a team of experts from Lantmäteriet with track records in land administration (including cadastre and land registration), geodesy, ICT/GIS, real property valuation, digital archiving, quality control and Intranet.
