2nd Meeting of the NSDI Workgroups

Joint meeting of the NSDI Workgroups was held on 13th March 2012

Workgroup for cooperation, Workgroup for legal framework and Workgroup for technical framework held joint meeting, discussing the issues according to the following agenda:

  1. Adoption of the agenda

  2. Adoption of the minutes from the previous meeting

  3. Consideration of proposal of the review of legal regulation in geodata field

  4. Consideration and adoption of the proposed rules for the exchange and distribution of geodata with the presentation of international practice and experience in Norway by the Norwegian consultant

  5. Review of the relevant standards for establishing NSDI

  6. The initiative for the inclusion of new members in the workgroups

  7. Miscellaneous

Members of Workgroups were discussing about the proposal of review of the state of regulation in the geodata field. The document presents an analysis of the current situation and it should be used as a tool for planning future activities toward transposition of the INSPIRE directive in Serbian legislation and other activities directed to creation of the institutional framework, such as defining the cooperation agreement and the determination of NSDI subjects responsible for specific themes.

In order to establish NSDI, the process of reviewing and defining policy of exchange and distribution of geodata has been initiated. Participants were introduced to contemporary trends on the global geodata market with emphasis on the most significant examples of policies for access and use of geodata. Related to this, great emphais was placed on different practices in terms of funding and data exchange between state institutions. Likewise, Norwegian model of cooperation within the Digital Norway was presented. In addition to introduction to international practice, the proposal of the model which will define access and use of geographic data within the NSDI in Serbia was presented. Such proposal should be used as a basis for consideration and further discussion in order to define a satisfactory model of cooperation between NSDI stakeholders.

Standardisation of geoinformation is the most important component for defining the technical framework for NSDI. In order to achieve systematic approach in implementing of standards, the review of relevant international and national initiatives for the standardisation of geospatial information has been presented. Likewise, good practise examples from other countries in implementation of standards have been presented.

Members of the workgroups were actively involved in discussions on the topics covered by the agenda and expressed suggestions for the improvement of the discussed documents. In addition, they proposed to take the activities that will support a better understanding of the current situation in the geosector and role of the NSDI stakeholders. Also, it was initiated inclusion of new members into workgroups from representatives of institutions that are important for the implementation of the INSPIRE directive.
