Donor projects

The Republic Geodetic Authority took part in a certain number of activities concerning the implementation of donor projects.

European Union
European Agency for Reconstruction
Title: CARDS, digital ortho-photo plans production, partnership programme, technology implementation
Worth: € 9 million
Expected effects of the implementation:
- The territory of the Republic of Serbia will have up-to-date digital basis usable: for updating of the existing survey, for the transformation of the existing survey into the state co-ordinate system, for NSDI, for urban development designing and planning as well as other kinds of designing and planning, as a GIS basis.
- RGA personnel trained in the field of digital photogrammetry

Title: INSPIRATION – Spatial Data Infrastructure in the Western Balkans (IPA Project)
Worth: € 1.438.842
Planned period for Project implementation: 2 years
Expected effects of the implementation: The aims of the Project are:
- Promotion of Spatial Data Infrastructure (SDI) and coordination of its further development in the Western Balkan countries
- Preparing Beneficiaries to meet the objectives of the Inspire Directive

The project is focused on 3 basic components – analysis of institutional and legislative framework, capacity building and knowledge transfer and awareness raising and communication.

Main beneficiaries of the Project are National Mapping and Cadastre Authorities from Western Balkan countries.

1 January 2012 – 31 December 2013

Kingdom of Norway
Title: RGZ – Statens Kartverk Twinnig Project
Worth: € 900.000 for 2005. – phase I
€ 600.000 for 2006. – phase II
€ 750 000 for 2008. - 2011. – phase III
Planned period for Project implementation: 5 years
Expected effects of the implementation: Project objectives are:
  • Ensuring that the Norwegian supported Scan Centre operates with efficiency and with quality needed to meet the progress plans for the establishment of the Real Estate Cadastre
  • Establishing a well functioning “Digital Archive” which shall be supported with equipment for conversion and safe storage of textual information as well as for storage of data produced at the Scan centre.
  • Enhancing the capacity of RGA to actively participate in European integration and harmonization of geodetic and geographic information services, through establishment of web portal and to assist with the preparation of a strategy for the Serbian National Spatial Data Infrastructure in compliance with the EU Inspire directive
Over the realization these aims spatial data from RGA and other partners in project will be ensured to all users according to international standards.
Project duration: III phase lasted till end of February 2011.

Title: RGZ – Statens Kartverk Twinnig Project
Geographic information for development and EU integration
Worth: € 370 000
Planned period for Project implementation: The project is designed for 24 months (2011 and 2012).
Expected effects of the implementation:
  • The overall objective of the Project is that Serbia by the end of the Project has in place a well organized National Spatial Data Infrastructure and a functioning Geoportal in accordance with the Inspire directive, and that RGA and the stakeholders have the competence and tools to maintain and further develop the Infrastructure without external support.
  • RGA shall obtain the required knowledge and capacity to undertake its lead role in making technical standards and other developments needed for an operational NSDI for Serbia.
  • Rules, standards, agreements and organizational set up for co-operation between data producers, needed for an operational NSDI, shall be in place.
  • First services for search, downloading and combination of geographic data from various data producers and databases shall be established and operational for users.
  • The national Geoportal shall be operational at RGA with functionalities required by the Inspire directive.
  • RGA shall develop capacity and competence to maintain and further develop the NSDI for Serbia.

Title: Capacity building for Serbia: Real Estate Cadastre and Registration Project, phase III
Worth: € 700 000 - I phase
€ 1 800 000 - II phase

Planned period for Project implementation: 1+2+2,5 years
I phase lasted during 2004
II phase lasted from 2006 till 2008
II phase lasted from 2010 till 2012
Expected effects of the implementation: The capacity and competence of the RGA to realize its development goal is strengthened and sustained for the future.

Federal Republic of Germany
Title: „Land management / real property registration“,
(Land management/Cadastre in Serbia)
Worth: € 2 million
Planned period for Project implementation: 2+2 years.
I phase started in the second part of 2003 and lasted till December 31, 2004
II phase lasted till December 31, 2005
III phase lasted till 2009
Expected effects of the implementation: Land management process improvement and efficacy increasing
Project duration: Started in October 2003
Final phase planned till June 2009

French Republic
Title: Methodology for property valuation
Worth: € 470.000
Planned period for Project implementation: 1 year
Expected effects of the implementation: Perceiving problem area, collecting experiences from France, perceiving legal solutions, etc.
In the Draft Law The Republic Geodetic Authority has made provisions for keeping a register of property worth.

State of Japan
Title: Japan grant
Worth: $ 382.400
Planned period for Project implementation: 1 year
Expected effects of the implementation: Development guidelines and directions established.
Project duration: November 2003 - November 2004.

Title: The Project for Capacity Development of Digital Basic State Mapping in Serbia
Worth: € 1.5 milion
Planned period for Project implementation: 2 years
Expected effects of the implementation:
  • Necessary regulations to make, revise and provide digital basic state maps;
  • Establishing of system for digital basic state mapping and its revision;
  • Establishing and conducting of training programs for digital basic state mapping.
Project duration: December 2009. - December 2010.
