The agenda starts from the principle that the right to real estate is not fully realized until it is spatially defined, recorded, verifiable, accessible and protected. In this sense, the cadastre is not only a real estate register, but a public infrastructure that makes legally established rights visible, secure and usable.
The document represents the concept of a functional cadastre - a system that not only stores data, but connects the person, law, legal basis and space, so that every recorded data produces legal certainty and public value.
The experience of the Republic of Serbia in the reform of the cadastral system has a special place in the Agenda. As one of the examples of good practice, the procedure for recording the rights of spouses on immovable property, based on the principle that property rights are recognized and recorded at the moment they arise, and not only when a dispute arises, stands out. This model represents Serbia's concrete contribution to contemporary discussions on the protection of property rights and timely registration of rights.
The agenda also emphasizes the need for the complexity of the system not to become a burden for citizens, for integrity to be built into institutional and digital processes, for the informal space to be gradually introduced into the regulated legal, technical, urban, social and fiscal framework, as well as for technology to be at the service of law and man.
Based on the experiences of the reform of the cadastral system of the Republic of Serbia, the Agenda is intended for the domestic and international professional public as an invitation to the joint formation of a new standard of land administration, in which law, space, data and institutional responsibility act as a single entity.
As the Agenda states: "We are not proposing another registry model. We are proposing a new standard of public accountability and trust."
